Beyond Risk Diagnosis: Making Adaptation and Resilience Investable

From climate science to resilience decisions, business cases, de-risking and financial recognition

Overview

Physical climate-risk assessment is increasingly able to quantify asset-level exposure, expected damage, business interruption, and potential impacts on cash flows and asset value. The next frontier is to turn this evidence into actionable and investable adaptation and resilience decisions.

Hosted by the EDHEC Climate Institute, in partnership with the Coalition for Disaster Resilient Infrastructure (CDRI) and Scientific Climate Ratings during Paris InfraWeek, the conference "Beyond Risk Diagnosis: Making Adaptation and Resilience Investable" will bring together experts from infrastructure, finance and climate science to examine how resilience can be embedded throughout the infrastructure investment and asset-management lifecycle.

Through concrete methodologies and real-world case studies, the event will explore how to identify and appraise effective resilience measures, quantify their costs and financial benefits, and demonstrate their contribution to reducing physical climate risk. It will also examine how this demonstrated risk reduction can be recognised and rewarded by lenders, investors, insurers and public authorities.

Beyond Greenfield: Building Resilience into Existing Infrastructure

The discussion will address new projects while placing particular emphasis on existing infrastructure, where a significant share of the immediate adaptation and resilience opportunity lies.

For assets already in operation, the challenge is to integrate resilience into asset-management strategies, maintenance and rehabilitation programmes, capital-expenditure plans, refinancing decisions and concession reviews and to determine how measurable improvements in resilience can translate into better risk allocation, credit assessment, insurance and financing conditions.

Objectives

• Move from general risk diagnostics to asset-specific adaptation and resilience decisions.
• Show, through concrete cases, how technical resilience measures affect damage, disruption, revenues,
  costs and asset value.
• Examine how resilience measures can be appraised and embedded in project preparation, procurement,
  portfolio management, certification and investment decisions.
• Explore how resilience can be de-risked and rewarded by lenders, investors, insurers and public
  authorities.
